First tell me about your demands and about your site theme then i will select the best template for your site. Because without having an idea about your requirement, this is not a way to suggest something in air.

I am totally agree with him. You must have an idea for your website first. Afterthat you can choose a template that match with your idea.
However, I would suggest Adobe Photoshop for design and then you could use Dreamwaver to transform your design to HTML.
