I can guarantee you what exactly search engines do during this procedure, but perhaps it goes like this. Once you set your site, it goes to usual 2 months routine for checking. Then they accept or decline, but you have to wait in any case.

Zia has it right. It is advisable not to submit to search engines, especially not more than once. Submitting your site will likely result in being sandboxed.
In search engine optimization, it is good practice to link from well respected authority sites, that have healthy and relevant content, and a low number of outbound links. This will ensure that your site is spidered on a regular basis. Once you are indexed, other engines will pick up your link very quickly.

Se Submission has changed a lot over the past year. Now most every engine is either a PPC, PFI or PFL (pay for listing) so submission entails a manual submission to every major traffic driver except google.
Google just needs a link from a site that is already in their index and googlebot should follow that link and spider your whole site, thus not requiring submission.

I wouldn't bother submitting! it can take the likes of google months to list you that way...
Just get good content on your website, make it crawlable and go for link building.
Avoid link farms, especially ones that want a link back from you!
Try to get links on pages with a PR3 or higher, and that are on topic if possible.
oh, and dont go crazy at first... some say google does penalise you for getting links too quick, others say it doesn't... whatever... just go steady with it and dont try to rush things TOOOOOOO much ;-)
